Appraisal bias — valuing a home lower because of the neighborhood's or owner's race — violates both fair-housing and appraisal-independence rules. Licensees who witness steering toward 'appropriate' lenders or neighborhoods must refuse to participate; the exam wants the compliance answer every time.
